Read. Read alot. Write. Write alot. Stories, long and short. Write journal entries, lists, anything....just write.
I know, I know. You've heard this a million times, but it's true.
Some people say, read everything and anything. Others will tell you to read what genre you want to write in. I tend to lean toward the second one.
I LOVE, absolutely am addicted to, middle grade fantasy/magic. I don't know what it is about that genre, but I can't get enough. And I feel that is the genre that I feel absolutely comfortable writing in.
Most importantly, no matter how bad your day is or if you think you suck or can't do it, I PROMISE you can. You don't have to be a certain age either. Listen, really listen to your gut. It won't steer you wrong.

I must confess that at one point I gave into "writer's block" and it lasted 7-8 years. I try not to think about it now, but there are times when I do kick myself for letting so much time pass. I've learned my lesson, though.
These days, I make myself do it. I will write even if it's nonsense, because there will be a jewel somewhere in there.
Don't wait. Don't say you can't do it, because you can. And most importantly, don't let time pass if it's something you truly love to do.
