This incarnation of Mutants and Masterminds was built on a heavily modified Dungeons and Dragons 3rd Edtion/3.5. This is seen as many as one of the best if the best versions of D and D ever made. The tweaks to make it into a super hero game is pretty extensive. However, it was done by people who knew what they were doing. So it made one of the best way to do a super heroes game with D20 rules. (There were other attempts but most of them were less modified from D and D and thus, don't take the difference between genres into account. Now, if you want this super duper simplified with out the character generation section and/or GM's guide... yeah... this a very good but somewhat unnecessary book.
