First few chapters are about why PMO fails which was not very informative to me as I have seen many of these failures happening, however for someone new to Portfolio and PMO world will find that useful.
Last couple of chapters is where Michael talk about Agile PMO and value added role where it gets interesting.
I believe a PMO as a coordination mechanism is generally an anti-collaborative pattern however if we want to reach to a future collaborative organisation, this can be a step towards that future.
