Modi did weirdly prescient stuff around climate change in Gujarat. Most of it just details what his government did (solar power, drinking water, education institutions etc) but it's interesting, especially towards the end, how he starts to weave a spiritual link between (Hindu) spiritualism and environmentalism. He talks about the need for citizens to 'mentally adopt and assimilate thought, identify and integrate that their inner and spiritual energies and then redirect their efforts into achieving and realising it'.
Not at all difficult to see how a vicious Hindu-nationalist government could evolve that logic as climate collapse beckons to turn against Muslims and other minority groups.
