This book reexamines the classic pluralist analysis of Robert Dahl in his major work, "Who Rules?" In that work, Dahl argues that examining a set of decisions made in New Haven, one could infer that the decision making process was pluralist, in which a number of groups/actors had a role to play. This, in opposition to the "elitist" theory, in which a small handful of people accrues power. This book reexamines Dahl's work, and concludes that he was too optimistic about widespread dispersion of power. This book adds its own contribution to the debate over community power from the 1960s and 1970s.
