3 & 4 I'm not sure if Mrs Hubbard is the only one arrested, what I know is Poirot let them all go. Poirot must be pitiful of them all.
1. Poirot put forward two possible solutions, the first one was a solution that was feasible based on the available evidence, but was not the truth while the second one was the truth but so far-fetched that it reads like fiction. The truth is that Ratchet was a murderer more than once and got away with it because he had the court system in his pocket. He was guilty of the murder of a small child, he just wasn't successfully convicted. Had he been convicted, he would have been executed.
2. Poirot decided that in this special case he would defer to the others instead of strictly relying on his judgement. While there was a murder committed, the murder was of a man who should have been executed.
3. None of them are arrested. Mrs. Hubbard offers as she states that she would have stabbed that man a dozen times herself. She wasn't arrested though, they went with option 1.
4. They would lie to the police to avoid having a whole family go to prison for executing a child murderer.
Whether or not that is right or wrong is beyond me. :)
