Yes, but George gave all his notes on what happens over to Benioff and HBO. They tried to get it as close to his vision as possible. George wanted Stannis to meet the fate he met on the show. He was never going to win the Iron Throne because he dug his own grave after what he did...no one would ever follow him after that.
