I was thinking this as well, especially with the way that Merricat doesn't eat in front of others and such. I was also considering the possibility that Merricat died at that the narrator is a ghost.
Except that the villagers refer to the sisters in the plural, and Charles is shocked when Julian talks about Merricat being dead, in a way consistent with her being right there and clearly visible.
I wonder if Julian might not have just been teasing Charles.

People see Merricat in the village. Sometimes she says provocative things in the market when she wants to get a rise out of them, and the man in the coffee shop harasses her. Charles argues with her. The only person who thinks she's dead is Uncle Julian.
