He did, and I was thinking that. They didn't mean for unwinding to actually exist!
And both sides embraced it just because the war got so bad. History is rife with quick, poorly thought out compromises intended to end a war ASAP.
Oh! You're right, I completely forgot about when that happened. But I remember that when I heard that it didn't seem like an important enough detail to remember, if that makes sense. It just seems like such a lame excuse that was quickly thought up to fill in a gap. I mean, wouldn't someone have said something?!
Neal Shusterman is obviously a talented writer and I don't think he would have just dropped in a lame excuse. As I recall it was pretty well 'highlighted'

Okay, I'm glad I wasn't making that up. I had to rent the book from my school library, so I don't have my own copy to check.
