Are the Nuovo Brazilians from Escobar?
It has never been said where the Nuovo Brazilians are from (well, Earth orginally, like everyone else.)

It can surprise people to learn about the former Peruvian president Alberto Fujimori (known as El Chino even though his ancestry was Japanese). And to many Europeans of the past, the idea of a president named Abraham would indicate that he would be a Jew. I agree with you that divested languages and names will have surprises.
Who's the character that shares a name with a town in Croatia? I'm trying to remember if I've ever had that realization but I'm coming up empty... (and internet is not being helpful).
On a more topic-related note: I don't think I've ever felt like the planets "represent" ethnic groups; mindsets yes. Most of which are really similar to today's: Beta Colony - OpenSource with a punch of liberalism, Jackson's Whole - plastic surgery (and commercialism, and weapons, and etc) to the power of 1 billion, (like Marie said) Cetaganda - China with it's forbidden cities (Star Creche) and kittens in unlikely places, etc.
