I like thinking about the forces that shift a society out of engrained patterns of belief that create engrained patterns of behavior. One could think of Cordelia being the first disrupting influence on an engrained society, by being a female military officer, and by using a replicator. Miles was not so much disabled, but a person outside the norm who forced a change in beliefs and behaviors. Given the societal fears of mutation it makes sense that the Miles character was outside the norm.
Miles: "So, I've been through all this suffering and social stigma because… you wanted to slow me down a bit. Thanks a bunch, maybe I'll do the same for you someday."
I'm just kidding, really. But it's probably just as well that authors will never encounter their fictional characters in the real world.
