Was Talli referring to the US election, or to Steady Freddy (in Shards of Honor)?

I've always wondered about Steady Freddie. Was the "I didn't vote for him" bit just the normal grousing of the common man, or were you hinting that Beta Colony was not the progressive, democratic Utopia everyone thought it was?
I don't write utopias, so you may assume BC is not one. I just write topias.

Utopia? They have reproductive policies akin to China and forcibly resocialize people they deem troublesome. Arde Mayhew was sure that was to be his fate following his hijacking and it probably would've happened to Cordelia had she not made good on her escape to her metaphorical Canada.
