Nah, in case of Assassination, you want Miles free to move in his Auditorial Capacity. The Emperor or his Regent would rarely be able to leave the "castle". The hyperactive and vengeful Auditor would be very free to pursue the culprits to their inevitable and likely painful as well as psychologically destructive demise.
