I don’t feel like it’s my place to answer this but, to create the dragon the summoner needs a level (or whatever it’s called) of at least 100 (I don’t remember what fletcher had, it was like 20 or something right? Please correct me lol) to be able to do that you’d have to be either the albino orc or a king/prince and I’m pretty sure it doesn’t count if you’re adopted lol (but does it count if your like a half-prince or a step prince? Like of your mothers a commoner and you’re dads a king or prince?)
