The Trouble With China would be invaluable reading for the administration of President Joe Biden. They would know in advance of the defensive attitude of government officials as well as the population as a whole which leads to the forceful response along the lines of "what about this problem of yours?"
Presenting facts about mistakes / misdeeds can cause loss of face which could lead to refusal to listen and even storming away. To avoid such theatrics and to make the meetings productive, it is best to swallow one's pride, then ask for help in solving a problem. That and praise enables the negotiator to circumvent the dysfunctional elements of the culture which would ensure that no progress is made and even remains stuck in reverse gear.
