Sounds like one of Piers Anthony's Xanth novels. Let me check and see if I can come up with a title.

I saw the title of this post and thought, "That's got to be The Story About Ping!"

That sounds a lot like A Wrinkle in Time.

The other books you mentioned sound like the rest of the series. A Swiftly Tilting Planet, A Wind in the Door, and the one about the twin brothers is Many Waters

The cat was his aunt's familiar and he didn't get along with it. When their magic manifested, a familiar showed up. I just remembered that his familiar was a skunk. Named Delilah, I think.

It was set in a fantasy land.

I think the cover had a drawing of him on it.

I was browsing in the children's novels section in the library about 5 years ago (2008 or so) with my kids. I remember magic users, specifically regarding weather. The main character's aunt gets caught in a bad spell and only he can help her. He has to learn how to use his magic, being taught by the only man in the area who can write new spells.

SPOILER ALERT:

While he is apprenticing there he meets a young lady who turns out to be a bad guy.

There were 2 or 3 books in the series. I think the main character may have been named Bartholomew.
