Gale went to far designing it and didnt think about who it would hurt.
But coin is the one who dented the bombs out there to kill prim and those kids

It's like saying the person who invented the gun is responsible for everyone killed by one.

first to be honest I think the capitol and Coin where very bad and Coin is first one I blame for Prims deaths. BUT Gale did know what the bomb was made of AND he didnt do anything to stop that besides he was agree about making a last hunger games.
The reasson that Prims deaths bothers me most is that All the story was about katniss trying.ti save Prim, she was the person Katniss loved the most. Killing Prim was even worst that killing Katniss, I think (even loving the character as I do) Katniss should have died instead of her.
I think Collings probably did this to have the "Katniss&Peeta" happy ending, but it wasnt cool for me.
If you really think about this, the point of all of this was saving Prim, but at the end it is all for nothing..
Yes she did cause a revolution, yes she did save everyone else from the games. But she didnt save the one she wanted tk.save all the time...
Just saying you know..

I've always loved Gale but he utterly disappointed me in the end, with being so blind as to see how he's (overpowered by anger, hatred, and revenge) turning into snow and all his beliefs when he agreed to another hunger game, and when he made the bomb. Knowing it wasn't gonna sit in the corner for looks, but to be used, no matter who suffers.
So yes, Coin did it, Gale would never want to kill all those kids or PRIM, but also Gale was like kinda going insane and not thinking things through; then again, so was EVERYONE else.

I think the reason that Prim died in the end is a way of saying that war is for nothing. However, there are other reasons for the death too, just a Finnick's death serves a purpose. They illustrate that people die in war (I know, no duh), but the point is to make out that war isn't a great thing with all honor and happy endings. Their deaths also serve to factor in to Katniss's PTSD (arguable, but that's what I'm calling it) at the end of the book. Just as when soldiers return from war and lose their best friend or sibling, they are different, Katniss is different after the loss of the people she wanted so much to protect.
