Yeah, I didn't know what to make of this, either. (I thought of Snowpiercer, though of course that was made years later, as was the French novel on which it was based.)
Yet it was published, the Afterword tells me, in the New Yorker (a decidedly upscale US glossy magazine not usually given to genre fiction. I only read it for the cartoons. :)
