It seems there might be more negative uses for this type of thing than positive? What do experts think?

I read it with the same reaction as you: It's a bit ominous. I'm not an expert, but I've listened to all of Ginger's podcasts, and am a follower of political/privacy things, too.

I had visions of soldiers with brain implants that were telling them what to do. Might be "efficient" from a tactical perspective, but very creepy morally. Would they be responsible for their actions? How would they cope when they learned the implant "made" them commit an atrocity.

The controversy over this seems endless, and your points are but a tiny facet.
