What's the Name of That Book??? discussion

I read this book in high school, so it was available in paperback in 2000-2001. I think it was about a altered super germ or chemical weapon and the FBI was trying to figure out who made it and who had it. There was a lot of chapters that started out stating that the location was at FBI headquarters in Quantico. I remember them using the word Chimera a lot - it was possibly the name of the substance. Anyone recognize this?
