This is a long shot but I've been trying to find a book but can't remember the title just the story line

Jewish Scientist in Israel discovers something He calls Delth Effect realises it could be weapon so flees to Denmark, where they use it initially to convert a submarine to rescue an American Moon Mission, and then open a 'Freeport' on the moon, before building a new spacecraft, which is infiltrated by Soviet spies and is self distructed
