Beta reader is someone who reads a written work in order to help improve the elements, usually grammar and spelling. Beta reader can also provide the author his or her opinions to improve the story, such as characters, plots, time frame, problems with continuity, whether the work is believable or not, and so on.
Beta reading is typically done before the story is released for public consumption. Therefore reviewing or rating the work is not required.
It would be unfair to the author if review or rating is done by a beta reader since the book is not the final product yet.

Reviewer is someone who reads a written work and then write a critical review about said work.
Different from a beta reader, reviewer will receive the work that has been beta read already. Therefore, reviewer is not required to contact the author should there be any grammatical errors or misspells.
Honest review and rating are needed from a reviewer in exchange for a free copy of the work.
