I think he's a very interesting character. He's a social climber. I agree with what Harry thinks of him - he's pleasant, but also is somewhat biased and interested in himself too much. If you're not seen as important, he completely disregards you, as in Ron's case. He can be very charming and helpful to his chosen "jewels" like Gwenog Jones or Dirk Cresswell. This allows him to collect personal favors and gifts and lets him influence society. Slughorn's on the right side, but he can also be cowardly. Self-preservation is more important to him than fighting in the Order. He's clever and I like reading about him.

He's a little annoying sometimes, but very pleasant. And he has lower expectations that Snape.

No - he does not die and he is not bad. The line you remember is correct, but that's because Charlie and Slughorn go to get reinforcements. They're leading fighters from Hogsmeade and relatives of students to the battle. Charlie's just moving faster than Slughorn. Slughorn duels Voldemort with McGonagall and Kingsley at the end, but Voldemort blasts them away when Bellatrix falls.
