What's the Name of That Book??? discussion

The book is definitely oriented at young adult readers, I found it as a hard copy around 2008 in my MS library.

This might be a long shot, but this is everything I can remember about the plot:

It's a murder mystery, girl goes missing, never seen again, another girl cant quite get over it and decides to investigate.

There is a creek in the town that's central to the story, eventually the bones of the girl are found there wrapped in a red flannel (if I recall correctly that was the last thing she was seen wearing, the flannel is also central to the story) by a dog who sniffed them out. This scene is depicted on the cover.

The killer was never caught, and tries to prevent the heroine from solving the murder, going so far as to try and kill her himself

There's avery specific scene where kids from the school are trying to clean up a park or lot, there's a lot of raking involved, this lot is right by the creek.

That's all I got, hopefully it rings a bell for someone, I may be getting some of this wrong so if something sounds vaguely similar please let me know!

Older than 2006? About what year? I'd suggest looking into Christopher Pike but I think his stuff would be too old and I don't think he ever had any hardcovers.

Memorable about the victim, I remember her being blond and wearing a flannel. There are no other murders that I can recall, but if I do remember it was a murder to silence the victim (not a crime of passion)
