This is the answer, it was answered in the book, i really dont think there is a mystery

I think he was accidentally put in. Because it really wasn't his fault that he has an infraction, the Officials didn't completely remove him from the Society. But no, the Officials didn't put him in as an experiment. No one is for sure who put Ky in there, as Cassia's Official lied about putting it in herself.
