I'm always glad to be of help :) Took me a little bit of finagling to get it to come up, but reduced it to mouse with magic paint and that got me to it.

Haha, I was mostly scouring Google Images by using keywords like "mouse magical paintbrush" and whatnot. But awesome! Now I can order it for my nephew for Christmas! :D

So basically it's this book about a mouse who is poor and lives in a shabby house and tattered clothes who receives a magical paintbrush/paint set in the mail one day. Whatever he paints becomes real. He goes into town and paints acrobats and a string for them to walk on to entertain the crowd, as well as something for his hedgehog friend (I believe it was a shawl, possibly blue or purple?) because her needles have ruined some of her clothes (that's at least what I remember from the hedgehog incident). He also paints his house and clothes to be nice, colorful and fancy.
He eventually finds a girl mouse sitting on a bench in a beautiful Victorian-looking light blue/white dress. She seems to have lost her glove so he paints her a new one. Then a dragon comes along, and he has to fight the dragon.
The story ends with him not being able to paint things into reality anymore, and everything that he's previously painted turns back to what it was before. The mouse seems sad, but he gets surprised by all his friends who decorate his house nicely and he ends up with the mouse lady he met earlier in the book.
The book was a small-sized square hardcover book, and the cover was white. I think it was probably published in the 90s. Aimed at children between the ages of 3-7, I believe. Had pictures and text on every page, but the text was limited to maybe 1-5 sentences max.
