Ok so I read this books a while ago. It's about a girl and she like trained to be this officer, but everyone calls the officers "dogs". I think they carry around batons. Also, I think the girl falls for two guys but doesn't want to be with either of them. And I think there is some kind of cat involved in the book too.

What year was the book read? 1989? 1999? 2005? New or older book at the time? A year range helps searchers narrow a keyword search.

The book was based like in older times. Sort of 1800's 1700s type era. I remember in the story the girl would walk through a sort of plaza where goods are sold.
Congrats. I think someone asked for that book not long ago.
