What's the Name of That Book??? discussion

I'm trying to find a book that I read. I don't remember if it was set in the future or another world. Magic is outlawed save for magic used by the government.

There's an underground movement. There's is a brother and sister duo. Sister has red hair(I think) and can use fire magic.
SPOILER!!! There is a part in the book where a small group of the rebellion is living in the ruins of a city and the area is bombed.

SPOILER!!! In another part of the book the brother and sister are present for an execution. They are supposedly executing her. But it's not her. But that doesn't stop the general public from believing it.

SPOILER!!! There is also a bit about the sister meeting a young man who claims to like her and she starts to fall for him. But he's lying to get her and a wand(I think) from her. Which she used to help the underground rebellion throw a HUGE concert to help life their spirits.

There is another dimension that can be traveled too, but it's dangerous. The dead are there.

I want to say there is also a school for gifted children that is run by the emperor, who also is very gifted in magic as the sister is.

I hope I didn't go overboard.
