Why is Eddard suddenly discussing war preparations? I feel like I'm missing something here.

-Attack on Catelyn that was meant for Bran

One thing that I want to better understand was from a few chapters back. Maybe I missed something or just forgot. Why does Catelyn believe Jon Arryn was murdered?
