What's the Name of That Book??? discussion

I read this book back in the 90s but it could have been published earlier. It was a fantasy novel took place mostly within a city. It starts with an assassin killing a few guards and then getting ready to kill a king, but then is killed himself by a witch or female demon with magic chains or ice. I believe it took place during wintertime. I think it had knights and wizards and creatures the army fought in a forest. The assassins weren't the main characters. I think the witch was either a child or there were children who witnessed the assassin preparing for the hit, killing a couple of guards and then he murdered them or it could have been the assassin was preparing for the hit and was killed by the children. I just remember them as being a plot point that stuck out.

I also remember there was a war happening far from the city, had a very Fable like quality to it.

Who is/are the main character(s)? Is the story narrated by the main character(s)? What is their goal/motivation?

I don't remember the main characters. I only remember the prologue described. It seemed like there was a war happening somewhere else, in an area with lots of snow and ice.

Do you remember much about the title? If it was a series or not? Have you remembered anything else since you posted this?
