Note: this story is a follow-on, of sorts, to Beth Cato's The Clockwork Dagger & The Clockwork Crown duology. It involves secondary characters from that main story sometime after the events in those novels, especially the second book, The Clockwork Crown.
I'm skeptical that it stands alone very well for those who haven't read both those novels.

I thought folks might. It's hard to read 800 pages of background novels just to read a novella.
It's interesting the Nebula Award committee nominated it, given its restricted audience. Modern e-publishing has enabled cost-effective distribution of side stories to main series, so I guess the SFWA has decided to acknowledge that 21st century trend.
