Any questions you have that are not here, please ask below!
Q: What is the social system for the villagers? Is it a hierarchy? Like, are the dragons the ones ruling over the humans as well as training the mages?
A: The dragons have nothing to do with the hierarchy. They are simply there to train the mages. There is a [human] king and a queen and possibly princes/princesses, but those characters have yet to be created. The dragons do not follow the orders of anyone but the two most powerful dragons, Mortemos and Vitea.
Q: Can I create royalty (prince, princess, king, queen, etc.)?
A: Currently, because Libra is inactive, that question has yet to be answered.
Q: Can I RP with my character in more than one place at once?
A: Because that can get very confusing, we'd appreciate it if you'd not.
Q: Can the mages ride their dragon counterparts? Or is that only with the horse sized dragons?
A: Aside from Vitea and Mortemos, the dragons are the size of dogs, so they cannot be ridden (although Mortemos would never allow himself to be ridden).
Q: Can all of the dragons breathe fire?
A: No. Only the light and dark fire dragons can breathe fire.

I was aware that you guys were contemplating some sort of monarchy but I was not sure of the details. Libra's post gave me a little insight, but may I make a suggestion if you're still meaning to have people RP any of these characters?
It might be easier if you made some sort of official announcement of which monarchs were open to claim, or something. I'm not saying I want to claim any; I'm not very interested in RPing a monarch, but just suggesting it. :)
