At the top of the group above the topics it says Discussion Board/s. Beside that click on "NEW". This is for New Topic.
Place a title for your topic.
Select folder to add it to on the drop down menu. If you don't know which folder to place it in, go back to "Welcome" discussions and you will see the descriptions there under "Which folder to add your topic under".
Make your comment.
Hit post. It will not post if you don't click on post.
