Madeleine Abducted question

I was just browsing along and saw that a GR friend reviewed a book, Madeleine Abducted. The cover looked so familiar so I dug through my read books and found Seduced by Innocence. They have almost identical covers, my book had a slightly different color and the chick on it has a tattoo on her back. This isn't the first time I've seen it and wondered how this became a thing? Seems to me like it'd be stepping on one author's toes to pimp the artwork out to other authors
