In pairs, skipping #13.

If we have it in doubles, it was only published in triples and fours, not to mention a Turkish edition with alternating numbers. We end up with 6 series, all with the same content.

No. The doubles should be added as omnibuses (1-2, 2-3, etc.) at the bottom of the other series.

Add each book one at a time, the same as adding any other book to a series.

It's not two series. It's one series.

Omnibus editions go at the bottom.

Neither. Any librarian editing a series can move individual books around.

One thing I am not certain of, the writer is Jean Van Hamme and the artist William Vance. They always appear on the cover with Vance first. Doesn't that mean he should be primary author?

No, not if he is not one of the writers of the text.
