2. I think he was a control subject. That way if WICKED got a result in all the boys, including the ones who WEREN'T immune, they would know it's not caused by immunity. But if everyone starts doing something except for the control subjects, it's probably tied to the immunity.
3. Yes, that sounds like a good explanation for why Newt specifically was picked for the control. I agree that WICKED probably didn't plan to use him from the get-go.

1. My impression is that it was all (telepathic, memory swiping, ability to be tracked/controlled) managed from the same implant. It certainly reads that way during the conclusion when Thomas is having his memory wiped.
2. The prologue for this book from Newt's perspective as a child explains this one. When Wicked come to take his sister (Lizzy/Sonya), their parents are both killed. So Wicked being good and all decide not to be entirely heartless (leaving him on his own), they take him too and decide to use him as one of the 'control subjects'.
He's not the only non immune in the group. if I re-call correctly several other nameless characters were pointed out as not being immune in The Death Cure. Plus there may have been even more who died (weeded out) during the first two books.
3. Your last two questions either make me think you've forgotten the Prologue (Newt's chapter) or it wasn't included in your copy? Yeah his sister is immune and that's why they took her. He wasn't given any choice in the matter though. It wasn't their original plan but with what I said above, they decided to 'rescue' him too.
"All eyes went to the two orphaned children. 'Grab them both, dammit,' one of the men finally said. 'They can use the other one as a control subject.' "

2. I was wondering if Newt wasn't immune to the flare, why was he at WICKED?
3. Could Newt only be there because he wouldn't leave his sister and his sister is maybe immune?
