There’s a moment after Harry shoots Dockweiler where he’s ready to force him to reveal Bella’s location and Valdez stops him. Did Valdez do the right thing?

Dockweiler was in bad shape after the shooting. Valdez may have stopped Harry from killing Dockweiler and going to prison himself.
