When the is a call out for reviews, you can request an electronic version ( I have epub - Kobo, mobi - Kindle or pdf for anything else.
The author will send you a copy and expects that you will read it and post an honest review.
I review for authors, publishers who request, but I also review my own selections.
I post on Goodreads, Amazon, Facebook, Twitter, Instagram and my own blog.
I put out a lot of reviews because, as an author I know how important they are.
If interested, I write thrillers and I'm always looking for reviews for and and all my novels. We both win - I get a review and you get a free book.

I can only answer for myself. I know some authors do post physical copies. I don't, simply due to cost. I'm self-published. For example, for every one hundred email requests, I send out I receive on average 2 reviews. I can't possibly afford the cost of posting books to everyone.
You don't need an actual kindle to read an ebook. I read ebooks on my laptop but then I quickly flick through them on the kindle app on my phone. When you get to the last page you get the option to leave a review. This review will post on Amazon and Goodreads so you don't need to post twice.
As Dave says authors are grateful to receive requests. Just make it clear in your posts what genre you will and will not review and prepare to be spammed by requests.

I have a question re: ARC reviews.
Are there any recommendations on how to start the review? For example, I have seen the first line of and ARC reviews say "I received an ARC of this book in exchange for an honest review".
I just want to do it correctly.
I appreciate any and all tips/advice.
