What's the Name of That Book??? discussion

A book about a girl with an older brother, he went missing/ dead. Also a younger brother.
Some guy rides up as shes at lunch and for fun she imagines him what she would want her ideal guy to look like, and when he takes off his helmet he looks just like she describes.

That guy meets another guy at the school.
The two guys finishing up the contract deal for the warehouse they bought. Then start furnishing the room as making things appear out of thin air. One guy is very cold and stoic, because he's in a town with bad memories. The other guy in playful and indifferent about the situation he treats the first guy as the leader.

She accidentally breaks a photo of her brother when’s she’s mad but didn’t touch it. She get huge headaches
There’s a lab type organization.
A party she meets the guy again. He rides up on his bike and they talk she.
She want answers and he shows her the power. He there to train her.
There's a group kinda gang-ish that knows the guy is in that town I think.She has some kind of power that was genetically made of something.

this happens in the first few chapters. The cover has a girl on the front and it looks very dramatic i think. I read this 3-4 years ago. Found it on google play so it might be an ebook. I think the book was published around 2012-2014. The author was a girl. I think the Title was short Maybe 2-3 Words.If you even has a guess about what this could be even if it doesn't fit everything your opinion would still be helpful.

Location - realistic Earth (country/region/big city/small town), future dystopian Earth, fantasy world, etc.?

She basically has the power to manipulate the world around her with her imagination. Like when she got angry at her brother who went missing the family photo with him in it shattered. Afterwords she gets a huge head aches after using her powers.

The guy can do the same thing but to a higher degree, like he thought of a wall and it place and color and it appeared. He can do that with multiple things and change his appearance.
The setting is in future where science is very more advance in genetics and tech. It's like one of those worlds where a Laboratory/ Company in really famous and "owns" half the world.
Romance is semi-important becuase it helps with development in the plot.

The guy is train her because she's his best friends sister and is really important to his cause. They new each other a long time ago before the brother died, but he disappears. His name starts with an 'E' maybe but he uses another name.
There are these people after her and he needs to prepare her before they come.
