The woman who managed the house where the girls were held captive was called The Mother. Is she complicit in the network or another tragic victim?

She was a tragic victim until she became a victimizer herself. She made that choice herself based on greed.

I believe she assumed that role after having been used up as a sex worker by the same creeps. She had a choice even if she had at one point been a victim. Mila and Olena would never have settled for that life.

I agree. Mila and Olena wouldn't have chosen to become a Mother.
