Felix is a complicated man and I believe he asked for Frank because he’s proven to be a skilled investigator. He wanted someone to look into Devries death but also wanted to keep it quiet. Frank had already demonstrated he could be discreet. But, this was different. He let Frank inside his world more than he probably wanted.
I’m not sure of the test either. Frank did what Felix asked without passing judgment at every juncture. He didn’t steal anything, accept any bribes nor did he manhandle anyone, all behaviors considered norms for the NYPD.
Were these the tests? Maybe. But somehow, Felix may have more up his sleeves.

The point that he's also probably the only detective he knows is also a good one. :-)
Great points, Veronica! I’m sure Felix was sizing up the man and the cop. I’m not so sure he’s ready to accept him as a son-in-law but he certainly is feeling more comfortable with their friendship.
