Endless_Halcyon Queen of Storms is a common guess, but Raymond E. Feist is publishing a book in the Firemane Saga under the same name this year. Since the first book in the Firemane Saga was a New York Times Bestseller, it's probable that Macmillan (the publisher) wouldn't want KOS2 to have the same name.

My guesses are:
Queen of Mourning (because Nina needs some love)
Queen of Nightmares
Witch of Storms
Storm Witch (same as Nikita suggested in this discussion)
