Are Delta-V and Change Agent set in the same universe?

The final chapter of Delta-V (dated June 20, 2038) mentioned a recently-announced UN treaty on genetic modification, which was important to the plot in Change Agent (set in 2045). Since Change Agent most certainly was left open to a sequel, maybe it will also have characters from Delta-V.
