That sounds fun but it's not the one I'm thinking of. It's two words in the title... like "Important Matters" or "Necessary Events".

Your description rings a bell. Was it British? Could there have been a sequel? Was there a spurious letter of complaint written to a council about how schools teach metric, despite a roadsign outside the school that says "Humps for 200yrds" (which might have had front cover of second in series). I saw a news article about a book like this some years ago, can't find anything more about it online unfortunately :(
