Posting new topics here can be a little difficult sometimes so I've put together a general guide to assist new users on how I've found to be the easiest way to do so (and a few other helpful tips).
Note: This is for posting via a web browser, if you are accessing Goodreads via the app the procedure would be different.
Step by Step
1. Select "Discussions" on the right side of the screen. You will see "new topic | unread" above the "Showing xx of xxx topics".
2. Select "new topic".
This is where the site is finicky, most of the time the reCaptcha box that says "I'm not a robot" doesn't load the first time, if you spend a lot of time writing up a post and try to post it, it may all get lost, trust me it's frustrating. Don't do it, WAIT!
3. If the CAPATCHA did not load (almost every time) simply press the "post" button without populating any of the text boxes, this causes a warning and prompts the CAPATCHA to load.
4. Close the window, and open a new one, navigate back to the Goodreads site and follow steps 1 & 2 again, CAPATCHA will load this time.
5. Fill in the fields.
6. Click the "I'm not a robot" checkbox, select the applicable images.
7. Click "Verify" that you're not a robot.
8. Select "Post" and post the topic.
Tips
You can select the "(preview)" beside the "Post" button to see what the post will look like prior to posting it, and correct anything that needs correcting.
If you are unfamiliar with HTML and want to make text Bold, Italic, Underlined, Strikethrough, etc... or add a Link or link to an image click on the "(some html is ok)" and follow the "Formatting Tips". The Goodreads site allows limited HTML, so it's a good idea to review it even if you are familiar with HTML formatting.
If you are linking to a YouTube video, don't use the URL that can be copied directly from the video (the one you get when you right-click on the video and select "copy video URL") for some reason that doesn't work. Instead select and copy the webpage URL from the Address Bar on your browser.
Hopefully this will be helpful, if someone else knows a better way and I'm doing this the hard way please let me know! Also, any tips that would be helpful for new users, post 'em and I'll incorporate them into this guide.
