Read this book between 2008-2011. It involved Earth after it was ruined by pollution. In one scene, they go to the beach on Earth in hazmat suits and wonder why anyone every thought the ocean was beautiful. The teenagers are the focus of the book. Parents decide exactly how their kids will look (for example, one of the kids was created to look like Abraham Lincoln and people think he looks funny). I also remember a fair deal of swearing in the book.

Feed by M.T. Anderson has a character (Lincoln "Link" Arwaker) who is a genetic clone of Abraham Lincoln.Unfortunately I can't find a Google Books preview or similar to check if the ocean scene matches too, but the world is polluted like you remember.
