I have read this book at least three times. I really cared about some of the characters, and the aliens are truly alien not just humans in costumes. The bad guys are rather cliche: faceless greedy mega corporation and its employees or highly prejudiced bigoted bullies.
This is the first book of a trilogy. There’s a lot of action both in space and on planets, likely enough to satisfy readers who are into military SF.

I really enjoyed the sense of mystery (not just surrounding Moire), and the great world-building. I see your point about the bad guys, but there are some interesting nuances in there for the Fleet element, and as I remembered who was who throughout, the characters must have been well drawn.
I've added the other two in the series to my TBR... one off, two on, that's how it grows :)
