Yes, that is correct as long as the country of her birth is stated on the author information GR main page.

i need a non-american author - but i feel like this still works since her profile says born in india

Yes, that works.

(I rolled tails twice which is non-American male author. I've never read Watership Down or anything else by Richard Adams but I remember when it came out and I've looked at it in the library without ever checking it out to read.)

Did you check the FAQs to see if this is answered there?
I believe it means an author you have not READ before.

Reading enriches our lives and gives us insight into other perspectives besides our own. November 1st is National Author's Day. One benefit of participating in the SRC is that we often find new authors to enjoy. So for this task you will:
Read a single author book by a new to you author.
Now here comes the fun part. There will be 2 steps in determining what new author to read.
Go to Flip A Coin and flip a coin TWO times only. Record your results.
Flip #1
Heads: Read a book written by a female author
Tails: Read a book written by a male author
Flip #2
Heads: Read a book by an American author (by birth or current residence)
Tails: Read a book by a non-American author (by birth or current residence)
Required: If the author's birthplace or residence is not evident in the GR record include a reference when you post.
REQUIRED: List the 2 coin toss results and state that the author is new to you.
Example:
new-to-me author- Mexican Gothic by Silvia Moreno-Garcia
1. Heads - female author Silvia Moreno-Garcia
2. Tails - Non-American author- born in Mexico
