I used the WorldCat Fiction Finder, and clicked on 'advanced search'. Then I chose 'keyword' from the dropdown menus and typed in the words I wanted to search for (each word separately, i.e. use multiple dropdown menus). For this one I searched for 'Ava' and 'wings' and got 16 results, but it was easy to see one that matched the cover you described. If lots of results come up, you can use the filters at the side (e.g. genre and decade published) to narrow things down further.

The first few chapters are about her family history. Certain people in her family have powers, like in the book Savvy. One woman had extraordinary beauty. Ava has wings. She might also have a brother who can't speak/is very sick/can disappear? This might be from another book, but I think her mom owns a bakery. It's small, but popular because her power is baking.
Ava generally stays at home, but she meets a friend, Cardigan, who encourages her to sneak out. I think she hides her wings somehow and goes to a party?
A strange man (possibly related to Cardigan) takes an interest in Ava, and at some point he invites her into his house after she's lost in the rain. She goes upstairs and finds a bunch of taxidermied birds or something, and the man shows up behind her and chops at her wings with an axe(there's a specific passage about her wings putting up a fight), and possibly rapes her. Someone finds her and the man is arrested i believe, and there's a sentence about how "that night, she was just a girl who had gone through something terrible."
