She is established enough author to sell her novella as a standalone book, while others are yet to become popular enough

True. Last year they made it earlier (like two weeks before Hugo deadline), but not of works were nominated. Maybe they decided not to try.
Tastes differ - this year Nebula nominee - “The Eight-Thousanders”, Jason Sanford (Asimov’s 9-10/20) - wasn't among Asimov's finalists

I've read Analog for the year and Asimov's only last 3 of 6 and here are the works I recommend:
Asimov's:
Nic and Viv's Compulsory Courtship by Will McIntosh (July/August 2020) 4*
Tool Use by the Humans of Danzhai County by Derek Künsken (July/August 2020) 4.5*
Father by Ray Nayler (July/August 2020) 5*
Maelstrom by Kristine Kathryn Rusch (September/October 2020) 3.5*
Analog
“Minerva Girls,” James Van Pelt (September/October 2020) 4*
“The Writhing Tentacles of History,” Jay Werkheiser (September/October 2020) 3.5*
